PP&A ran the study in two phases between April and August 2026. Phase one was a strategic market review of the AI capabilities each competitor had published. Phase two moved to the people who use those platforms every day. From an outreach of more than 1,100 candidates, the team completed 27 in-depth interviews with founders, heads of people, HR and payroll managers and finance leaders whose companies run on nine competing PEO and HR platforms. The difficulty of finding active AI users was itself a finding about adoption.
The interview guide walked through the full HR operations stack: self-service, payroll, benefits, compliance, onboarding and offboarding, reporting, workforce analytics and recruiting. For each function PP&A captured what native AI does well, where it fails, what practitioners do instead, and how they rate satisfaction and willingness to pay. The team coded the results into a library of 164 documented use cases with sentiment by domain, placed each platform on a four-phase maturity continuum from FAQ bots to autonomous operations, and profiled the category leader in depth through six of its users. Deliverables included the preliminary market review, the final report and the use-case library.
A leading professional employer organization (PEO) serving small and mid-sized businesses kept hearing the same question from its board, its investors and its customers: is artificial intelligence an enabler for the business or a threat to it? Competitors were announcing generative AI features at a rapid pace, chat had become the company's number one support channel, and internal estimates suggested AI already handled around a third of routine questions. Nobody could verify whether rival platforms delivered what their marketing claimed, which capabilities customers valued enough to pay for, and where the technology broke down against the deterministic demands of payroll, tax and compliance.
The company wanted an outside-in benchmark of its main competitors built on the experience of their customers rather than vendor demos: how AI is deployed across HR workflows, how fast and how well it executes, which applications generate real value versus experimental ones, and what business models are emerging around it.
The benchmark separated hype from value. Native AI on every platform delivers speed on structured retrieval and anomaly detection: natural-language queries, payroll variance flags, compliance lookups and routine employee questions. It fails wherever synthesis, aggregation or judgment is required, and no platform has crossed reliably into write operations. All 27 practitioners keep mandatory human review on payroll, compliance and terminations. Rushed launches had cascaded errors into platform-wide trust deficits at more than one vendor.
Customers had already rerouted the work. The dominant workflow was to extract data from the PEO, paste it into an external frontier model and act on the output, with an estimated 30 to 50 percent of AI activity running outside the platform. Even the category leader, rated highest in the study, was bypassed for analysis, and four of its six users called AI a convenience rather than a requirement. Willingness to pay hinged on connectivity rather than features. Early adopters screen vendors on open, bidirectional integration before taking a demo, and premium pricing clears only where AI substitutes genuine headcount. Evidence on headcount impact remained split. The report concluded that providers must open their architectures for agentic integration or accept commoditization as data repositories, and it gave the client a function-by-function map of where to invest, where to partner and where to wait.
